download and install DIME from https://github.com/jrywu/DIME/releases

download cantonhk.cin from https://github.com/chinese-opendesktop/cin-tables

add any Chinese Traditional IME (either HK or Taiwan)

install DIME

open Language Options > Chinese Traditional

add Generic (DIME)

Open DIME Options (Ctrl \)

自建詞庫 > 載入主碼表 > cantonhk.cin

delete un-used input methods - if the input method does not appear in the input methods list, add it manually, and then delete it again.
